Common Spatial Development Strategy of the V4+2 Countries
Czech Republic, Hungary, Poland and Slovak Republic (V4), Bulgaria and Romania (+2)

The Common Spatial Development Strategy of the V4+2 Countries (hereinafter Common Strategy) is a continuation of the cooperation of six countries – Czech Republic, Hungary, Poland and Slovakia – (V4), Bulgaria and Romania – (hence +2) in the coordination of spatial development. In compliance with the Conclusions of the meeting of ministers responsible for spatial and regional development from March 2010, it follows the Common Spatial Development Document of the V4+2 Countries from the year 2010.

The Common Strategy, in its final wording, is of this content:

  • I. Introduction;
  • II.1 Development poles and axes and their no-continuations;
  • II.2 Transport networks and their no-continuations (railways, roads, water transport);
  • II.3 Technical infrastructure (networks and electrical energy installations, gas transmission network, crude oil transmission network);
  • II.4 Socioeconomic spatial analysis (common demographic and social features, common economic features, spatial structure of the V4+2 countries);
  • II.5 Environmental conditions (physical-geographical characteristics, geological characteristics, water, climatic conditions, flora and fauna, land use, nature and landscape protection);
  • II.6 Spatial development barriers and possibilities of their elimination;
  • III. Common territorial perspectives and priorities of the V4+2 countries.

Elaboration of the document: April 2010 – March 2014.

The aim of the Common Strategy is to:

  • contribute to the coordination and updating of national documents of spatial development, regional development and the development of transport networks and networks of technical infrastructure,
  • support spatial cohesion in Europe (see TA EU 2020 part I.),
  • assist the coordination of various sectorial policies, which have an impact on spatial development,
  • provide the V4+2 states with arguments and support during discussions at the EU level regarding political issues of spatial development, cohesion policy and transport and energy policies.

The significance of the Common Strategy was appreciated in the Conclusions of the meeting of ministers of the V4+2 countries, responsible for spatial and regional development, which took place in April 2014 in Budapest. These Conclusions appreciate the elaborated document and bind the concerned parties to further cooperation, among others, to the elaboration of spatial studies in border areas.

On behalf of the Czech party, the procurer of the Common Strategy was the Ministry of Regional Development of the Czech Republic, the Department of Spatial Planning. The compiler of six chapters and the coordinator of the whole document was the Institute for Spatial Development.

The preparation of the Common Strategy was carried out by the so-called Steering group, composed of representatives of the ministries of the individual countries responsible for spatial development, and further, within the framework of the so-called Working group, which consisted of experts from individual countries, dealing with spatial development and spatial planning. The Working group prepared background papers for the Steering group meeting, which had decision-making and approval powers, formulated specifications and regulated works on the document.
